Orange County Sanitation District Headquarters

In response to the need for a unified office space and laboratory, the Orange County Sanitation District (OCSD) acquired an adjacent lot to develop a new headquarters. A key component of the project is its outdoor spaces, thoughtfully designed to serve both public and private functions.

For employees, a dedicated courtyard was created as a retreat from the office environment, integrating biophilic design principles to foster well-being and connection with nature. This flexible space accommodates everyday use—such as lunch breaks—and larger gatherings, enhancing workplace culture.

By contrast, the guest arrival plaza and building entry form the project’s public-facing spaces. Designed to “educate the public and instill confidence in the system,” these areas provide a seamless extension of the building architecture, incorporating interpretive elements that inform visitors about OCSD’s mission.

A new pedestrian bridge safely connects the headquarters to the treatment plant, improving access for employees, utilities, and visiting groups. The landscape design balances functionality, sustainability, and innovation—mitigating heat island effects, using natural materials to reduce water and energy consumption, and creating adaptable spaces for gatherings of all sizes. The result is a headquarters that serves as both a workplace and an educational resource, reflecting OCSD’s commitment to community transparency and employee well-being.
